It depends on the offer and how big the project is. I'm a full time game artist, so currently doing 2 projects. So yeah, if your project is in a rush and big we going to have a problem.
My project is small. I am developing an iOS game for the iPhone. I am the only person working on it. I just don't want it to have "programmer graphics." The images I use for most game elements are 32x32. So it would be pretty small pixel art. As for the "offer" you tell me. I've never done this before. Do you prefer hourly pay or lump sum for a sprite sheet? If hourly pay, how long do you think it would take for you to creat a 32x32 game piece. There is not animation. I already have most pieces done. So you'd have a very good idea of what I was trying to make them look like; you wouldn't be starting from scratch which I hope would make less work for you?
I dont do hourly rates, I prefer upfront payment. Can I see the graphics you made? I need to the required assets before I quote. You can tell me your budget for this project too, that will help me.
Well like I said I'm not really sure how much this sort of thing costs. But to give you an idea of how much "funds" I have for this; I am a college student working ~30 h/w. Here are a few of my assets. These are the game pieces. The background color and the background color shadow cannot change because there are other "pieces" that have to match. I have ~60 of these "game pieces." More of which I can show you if need be.

And to give you an idea of my price range, I usually ask for 300$ for simple games such as physics.
Based on the images I have posted if I gave you a rough copy I would want you if able to make it (the 32x32 game piece) look nicer, more polished, professional. Do you know what I mean?
Edit: Unless you don't think you would be able to fix it up much or it wouldn't be worth your time.
